Open the listing's details and press Edit; a live listing saves with the button, a draft saves itself.

How to do it
On Listings, open the listing's Details (on a live listing's page, use Edit in the team bar at the top).
Change what you need on any step and press Save changes.
Photos can be dragged into the order you want; the first one is the cover.
